This is the check point to Konoha village, as the train only runs through certain village's, mainly because some are alienated from the tracks themselves. being the village might me an Island in which the train cannot run through. The stops for the train are always outside of the village 50 meters away leaving the ninja, tourist, and merchants quite, but less of a distance to take then it would to run all the way here.
The cost of the train is highly expensive, failure to pay for the ride's results in severe consequences.
