Personality: Neji has been shown to be extremely mature for his age, and to have great self-control. In battle, he is able to stay relatively calm in most situations and carefully look at the situation at hand. He has excellent instincts, both on the battlefield and as a leader. ~Bio~ At the age of five Tsutomu was sent to the academy, to train as a ninja. His famly was in need of money so it was more of an investment. Tsutomu would become a ninja doing missions and such and get paid, it was as simple as that. However he wanted to shoot higher then a mere shinobi he wanted to be known for his abilities. Becoming dedicated to doing so.

As a few years progressed he began to do great. He was dedicated and making a little money, however he decided it would be better to have a greater amount. So he continued to train, for he would have to become a genin and take on missions therefore getting money to help put food on his table. As his parents began to feel proud of him he began to progress greatly. He was the best in his class which was obviously held a good future for him.

Jutsu: Weapon Related Technique's:
* String Reeling Technique (Moji Retsu no Jutsu)
Type: D-rank, Taijutsu, Supplementary, Short Range
This technique utilizes wire strings that can be used in rappelling, manipulating weapons, or as a method to tie down and restrict the movement of an opponent. Tenten uses this technique against Temari, by using strings to manipulate her multiple throwing weapons. Sasuke is also seen using this technique against Orochimaru during the Chūnin Exam.

Variations of this technique include the Manipulating Windmill Triple Blades and the Manipulated Shuriken Technique, where the strings are used to manipulate attacking object.

* Generic Sealing Technique (Ippanteki Shīru no Jutsu)
Type: Hiden, Supplementary, Defensive, Offensive
This technique is a standard ninja skill which allows a ninja to summon an assortment of items or weapons that have been stored using Fūinjutsu, typically they are stored within scrolls. When needed, the owner will activate the seals releasing their item or weapon of choice. Puppets can have these hidden inside various compartments as a means of increasing their own killing potential as well as hiding useful weapons from the opponent's sight.

* Shuriken Grenade (Shuriken no Shuryūdan)
Type: Hiden, Ninjutsu, Offensive
This technique is a special ninja seal using the Generic Sealing Technique on multiple shuriken. As Torune releases the shuriken which have special exploding tags sealed into them, once touching a object or opponent the exploding tags emerge out of it, immediately exploding as they create a large ball of fire around them.

* Shadow Spikes (Makibishi)
Type: E-rank, Offensive, Supplementary
Makibishi are small, sharp objects that are mostly used to prevent someone from walking from one side to another, since they would hurt their feet if they tried to pass it, it's rarely used in Naruto, but Itachi once used it combined with a smoke bomb and Kakashi used them during a fight with Zabuza.

*Body Flicker
Type: D-rank, Supplementary
This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. A puff of smoke is occasionally used to disguise the user's movements. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and their intended destination. Shisui Uchiha was feared as "Shisui of the Body Flicker" (瞬身のシスイ, Shunshin no Shisui), likely referring to this technique.
The Body Flicker Technique has various variations among the different hidden villages, all of which involve some extra element aside from the movement itself. The extra element is usually some sort of substance used to distract the opponent, such as leaves or sand. Gaara, for instance, uses the Sand Body Flicker (砂瞬身, Suna-Shunshin), which uses sand to cover his movements. Other varieties include the Mist Body Flicker (霧瞬身, Kiri-Shunshin), Water Body Flicker (水瞬身, Mizu-Shunshin), and Leaf Body Flicker (木ノ葉瞬身, Konoha-Shunshin). Ē has also combined the Body Flicker Technique with his Lightning Release Armor to dodge even the Amaterasu in a split second.
